- دا ډاډ ترلاسه کول چې د بهرنيو اسعارو ټولې راکړې ورکړې د دولتي ادارو له لارې اداره کېږي.
- افغانستان ته د غېر ضروري لوکس توکو په واردولو محدوديت.
- د افغانيو د بهرنۍ تبادلې ارزښت د ټاکلو لپاره د يو منظم فلوټ سېسټم رامينځته کول.
بايد پوه شو چې په اوسنيو شرايطو کې د دښمن اصلي موخه د افغانستان خلک له حکومت څخه جلا کول دي. دښمن هڅه کوي چې د افغانستان اقتصاد د امپرياليستي اجناسو، پېسو(مني مارکيټ) او پانګوالو بازارونو(کېپيټل مارکيټ) د تسلط په خاطر “پرانستل” کړي. دښمن د تجارت، پولي جريان، پانګونې او مرستو له لارې هڅه کوي چې اسلامي حکومت له پامه وغورځوي او افغان ولس ته مستقيم لاس رسی ولري.
د دې نوښت د ماتولو لپاره حکومت بايد د بهرنيو اسعارو د مديريت سيسټم رامينځته کړي چې دا تضمين کړي چې هيڅ بهرني اسعار (ډالر، پاکستانۍ روپۍ، ايراني تومان) د افغانستان په اقتصاد کې ګردش و نه کړي. (له پاکستان څخه د اسعارو د قاچاق له امله د افغانستان اقتصاد لا دمخه د ډالرو او د جينوا د صندوق(جينوا فنډ) لخوا چاپ شوي افغانيو په وړاندې د خطر سره مخ دی دغه افغانۍ د ۲۰۲۲ کال په نيمايي کې د امپرياليستانو لخوا رامينځته شوي وې) . موږ بايد دا هم ډاډه کړو چې واردات د اړينو اقتصادي اړتياو سره تړاو لري (اوس مهال د سوداګرۍ کسر لوی توازن شتون لري چې واردات يې په ۲۰۲۲ کې له ۶ مليارد ډالرو څخه ډېر دي) او دا چې د افغانۍ بهرني ارزښت د بهرنيو اسعارو بازارونو له اټکلي فشار سره مخ نه دی.
د بهرنۍ سوداګرۍ د ملي کولو په لور ګامونه:
- د سوداګرۍ وزارت بايد د بهرنۍ سوداګرۍ سيسټم اداره کولو لپاره د ولسواليو په کچه اداري ماشينري جوړه کړي. دا اداري مشينري بايد له هغو طالبانو څخه جوړه وي چې د جهاد په دوره کې (۲۰۰۱ څخه تر ۲۰۲۱) پورې يې سيمه ايزې ولسوالۍ اداره کړې وي. په ټولو محلي کچو کې بايد د “سوداګرۍ دفتر” شتون ولري.
- ټولې سوداګرۍ واردوي او صادروي توکي او خدمات بايد د سوداګرۍ په وزارت کې ثبت شي او د هرې بهرنۍ سوداګرۍ معاملې لپاره بايد د وزارت تصويب وغواړي.
- د غېر راجسټر شوي سوداګريزو معاملو لپاره د سختو مجازاتو سره د ټولو غېر راجسټر شوي سوداګرۍ د له منځه وړلو لپاره بايد قانون جوړ شي. غېر راجسټر شوی تجارت بايد په قانوني توګه د قاچاق سره مساوي وپېژندل شي.
- د وارداتو جواز ورکولو يو سيسټم (calibrated at five/six digit SITC tariff line level) بايد رامينځته شي او واردات بايد د هغو توکو او خدماتو سره وصل شي چې د اقتصادي بقا لپاره اړين دي (وسلې، د څارنې ضد ټېکنالوژي، سرې، ماشينونه د احتياط سره ټاکل شوي توليد لپاره. صنعتونه، تېل، ټراکټورونه او نور)
- تجارت (دواړه واردات او صادرات) بايد د “عالمي امپرياليستي سېسټم څخه خارج شوي” هېوادونو (د بېلګې په توګه هغه هېوادونه چې د امريکا / اروپايی بندېزونو تابع دي) اېران، روسيه، بېلاروس، شمالي کوريا، کيوبا او وېنزوېلا سره وهڅول شي او لومړېتوب ورکړل شي.
- په پاکستان، بنګله دېش، مالېزيا، اندونېزيا، ايران، نايجېريا کې د اسلامي ډلو سره تجارت هم بايد وهڅول شي. د ايران، روسيې، بېلاروس، وېنزوېلا او کيوبا د خصوصي او عامه سکتور شرکتونو په ګډون د سوداګرۍ او پانګونې نړيوال کنفرانس ژر تر ژره جوړ شي چې د پاکستان، مالېزيا، بنګله دېش او هند اسلامي سوداګر هم پکې رابلل شي.
- د ټولو بهرنيو اسعارو او هغو اسعارو لپاره چې د افغان دولت له خوا نه دي چاپ شوي په افغانستان کې د ګرځېدو(ګردش) د مخنيوي لپاره بايد قانون جوړ شي.د ټولو بهرنيو اسعارو لپاره يا د هغو اسعارو لپاره چې په افغانستان کې د جينوا وجهي صندوق (Geneva Fund) لخوا چاپېږي، بايد سخته سزا وټاکل شي .
- د صادراتو او وارداتو تمويلي انسټيټيوټ (Export-Import Tavmveeli institute) بايد د DAB تر کنټرول لاندې رامينځته شي. د بهرنيو اسعارو ټول عايدات – له صادراتو، تادياتو، امپرياليستي مرستو څخه بايد EITI ته وسپارل شي کوم چې کولی شي دا DAB ته انتقال کړي، کوم چې کولی شي د هغې معادل په افغانيو (د حکومت ټاکل شوي تبادلې نرخ سره) صادراتو او نورو رسيدونو ته د ملي اسعارو پلان د اهدافو سره سم تخصيص کړي.
- د DAB د بهرنيو اسعارو زيرمو يوه برخه بيا معرفي کېدی شي چې بيا د EITI لخوا واردونکو ته د ملي د وارداتو پاليسۍ د لومړېتوبونو سره سم د تخصيص لپاره کارول کېږي.
- د سود او غرر په لغوه کولو سره د پېسو په بازار کې د راکړې ورکړې هيڅ اجازه نشته، له همدې امله موږ نشو کولی د افغانيو بهرنی ارزښت د نړيوال بازار د فشارونو له مخې وټاکو. دولت/ DAB بايد يو انعطاف منونکی مدېريت سېسټم رامينځته کړي چې له مخې يې د افغانۍ بهرني ارزښت په دوره توګه (د درېو مياشتو په اساس) د DAB لخوا د افغان اقتصاد د توليد او لګښتونو اړتياو پراساس ټاکل کېږي.
- EITI کولی شي د بهرنۍ سوداګرۍ د اسانتيا لپاره اسلامي تمويلي وسايل هم وکاروي.
- د اسعارو د تبادلې ترتيبات او د بارټر سوداګريزې معاملې ممکن د ټاکل شوي هېوادونو سره د سوداګرۍ د ودې لپاره هم وکارول شي مګر احتياط بايد په پام کې ونيول شي ترڅو ډاډ ترلاسه شي چې دا د ربا پر اساس معاملو کې د ښکيلتيا لامل نه شي.
