امارت اسلامیہ کے پہلے سال کے انقلابی اقدامات- چند تجاویز - پارٹ – ۲ بیرونی تجارت اور ترسیل زر ورلڈ بینک کے تخمینوں کے مطابق 2019ء میں افغانستان کو حاصل شدہ بیرونی بھیک اور قرضہ جات، قومی آمدنی کا تقریباً 40 فیصد حصہ تھے لیکن ان میں سے بہت بڑا تناسب سامراجی لوٹ مار اور کرپشن کی نذر ہو جاتا تھا مثلاً زرعی شعبہ کی پیداوار کو بڑھانے میں اس سامراجی بھیک کا کوئی حصہ نہ تھا۔ پھر ورلڈ بینک کا افغان معیشت کے حجم کا تخمینہ بھی گمراہ کن ہے۔ افغان پیداواری نظام کا حجم بیس بلین ڈالر نہیں (جیسا کہ ورلڈ بینک کہتا ہے) بلکہ اس سے کہیں زیادہ ہے۔ سامراج افغان معیشت کے عالمی سرمایہ دارانہ نظام میں انضمام کی جو تصویر کشی کر رہا ہے وہ اس کی تخریب کاری کا ایک جزو اور نہایت گمراہ کن ہے۔ اس تخریب کاری کا مقصد یہ ہے کہ اسلامی انقلابی حکومت سامراجی سرمایہ دارانہ نظاماتی غلبہ کو قبول کرے اور سامراجی گھس بیٹھیے معاشی ماہرین کے روپ میں افغان معاشی پالیسی پر حاوی ہو کر انقلابی عمل کو سبوتاژ کر دیں گی۔ حقیقت یہ ہے کہ افغان معیشت کے سامراجی سرمایہ دارانہ نظام سے روابط بہت اس سے بہت زیادہ کمزور ہیں جن میں سوویت روس انقلاب کے ابتدائی دور میں جکڑا ہوا تھا اور جن کو اس نے اس دور میں بالکل منقطع کر دیا۔ حقیقت یہ ہے کہ افغانستان میں ایک خودکفیل خود انحصاری معیشت کی تعمیر ممکن بھی ہے اور ضروری بھی۔ آج سامراجی ممالک نے اور آئی ایم ایف نے افغان بیرونی ذخائر اور اثاثے پر قبضہ اورضبط کر کے افغانستان کو عالمی مالیاتی نظام سے نکال دیا ہے۔ یہ ایک نہایت خوش آیند بات ہے اور طالبان کو اس عمل کو دائمی بنانے کی جستجو کرتے ہوئے عالمی سودی نظام کو ہمیشہ ہمیشہ کے لیے خیر باد کہہ دینا چاہیے اور اسلامی بینک کاری کے مکر و فریب میں گرفتار ہو کر اس منحوس نظام میں درپردہ شرکت سے قطعاً انکار کر دینا چاہیے۔ طالبان کی بیرونی معاشی حکمت عملی کو مندرجہ ذیل خطوط پر مرتب کیا جا نا چاہیے۔ 1۔ اس پالیسی کا مقصد قومی خود انحصاریت کا فروغ ، قومی مانگ میں اضافہ اوردوسری جانب بیرونی تجارت اور ترسیل زر کی تخفیف ہوتاکہ بیرونی انحصار کم سے کم ہو 2۔ سامراجی مواصلاتی نظام سے مکمل انخلا، انٹرنیٹ سروس پر سخت ترین پابندیاں، قومی انٹرنیٹ سروس نیٹ ورک کا جلد از جلد قیام تاکہ بیرونی میڈیا کی یلغار اور پروپگنڈہ سے بچا جاسکے 3۔ تمام سامراجی املاک اور سرمایہ کاری پر بلامعاوضہ تسلط۔ تمام سامراجی اقتصادی معاہدوں کی تنسیخ اور تمام بیرونی قومی قرضوں کی ادائیگی سے انکارکیونکہ یہ امریکی اور غدار حکومت نے کئے تھے 4۔ بیرونی تجارتی نظام پر حکومت کا اجارہ دارانہ کنٹرول 5۔ بیرونی ترسیل زر کے نظام پر حکومت کا مکمل کنٹرول تاکہ سودی نظام کا خاتمہ اور دوسری جانب حکومتی اور معاشی ضروریات پوری ہوسکیں ۔ 6۔ تمام اقوام متحدہ اور اس کے ذیلی اداروں (ADB, IDB, World Bank, FAO, UNISCEF, UNDP)وغیرہ کے لگائے گئے پراجیکٹس کو قومیا لیا جائے۔ 7۔ ایران کے ساتھ زری نظاماتی تعاون کے لیے مشاورتی عمل کا اجرا جس کا مقصد ایک کرنسی یونین کے قیام کی طرف پیش رفت۔ 8۔ ایران، ترکی اور پاکستانی مرکزی بینک سے غیر سودی معاہدات کے قیام کی کوشش جس کے ذریعہ علاقائی تجارت کو فروغ دیا جا سکے۔ 9۔ علما اور مدارس کے ذریعہ ایران، پاکستان، ترکی، ملائشیا، قطر اور کویت کے طالبان اعانتی فنڈز کا اجرا۔ ہر مدرسہ، اجتماع کے لیے سہ ماہی ہدف مقرر کیے جائیں۔ ان فنڈز سے حاصل شدہ رقوم درآمدات کے حصول کے لیے بھی استعمال کی جا سکتی ہیں اور زراعت، صنعتی اور خدمتی شعبوں میں پیداواری استعداد بڑھانے کے لیے بھی۔ 10۔ ملک میں تمام غیر ملکی کرنسیوں کے نجی کاروباری استعمال پر مکمل پابندی اور تمام بیرونی کرنسیاں حکومت کو اسلامی دینار کے عوض دے دی جائیں گی۔ 11۔ اسلامی دینار کا بیرونی کرنسیوں میں شرح تبدل انقلابی حکومت وقتاً فوقتاً طے کرتی رہے گی جب تک ایران کے اشتراک سے ایک کرنسی یونین قائم نہ ہو جائے۔ 12۔ غیر ملکی ماہرین کو پالیسی ساز ذمہ داریاں نہ سونپی جائیں ان کا تقرر محدود مدت مثلاً 6 ماہ تک کا ہو۔ کسی بیرونی معیشت دان (Economist)، سماجی علوم کے ماہر(Sociologist) یا انتظامی امور کے ماہر (Administrator)کی تقرری نہ کی جائے۔ 12۔ آئی ایم ایف، ڈبلیو ٹی او اور ڈبلیو آئی پی او سے دائمی انخلا تجاویز کا خلاصہ پالیسیوں کا مقصد 1۔ افغانستان میں ایک خود انحصاری معیشت اور معاشرت کا قیام جو عالمی سامراجی سرمایہ دارانہ نظام سے وابستہ نہ ہو 2۔ اقتدار کا سامراج نواز گروہوں کے ہاتھ سے نکل کر مخلصین دین کے ہاتھوں میں مرتکز ہونا۔ سیاسی پالیسیاں 1۔ سابقہ غدار حکومت کے زعما اور اعلیٰ اہل کاروں کی نظام اقتدار سے مکمل بے دخلی، ان سے کوئی مشاورت نہ کی جائے۔ 2۔ ان غداروں کی سرپرستی میں ہونے والی مزاحمت کو سختی سے کچل دیا جائے۔ 3۔ شمالی علاقوں کے قوم پرست دہشت گردوں کو منتشر کیا جائے۔ 4۔ میڈیا کو قومیا لیا جائے اور تمام غیر ملکی نامہ نگاروں کو ملک سے نکال دیا جائے۔ 5۔ مرکزی حکومت میں توسیع، غیر پختون علما اور قبائلی زعما سے مصالحت اور ان کی حکومت میں شرکت 6۔ صوبائی، ضلعی اور مقامی انتظامیہ کے اقتداری اختیارات اور ذمہ داریوں میں توسیع 7۔ غیر طالبان عسکری تنظیموں کو یہ سمجھانے کی مستقل کوشش کہ آج ایک مستحکم قومی اسلامی ریاست کا قیام کیوں ضروری ہے۔ انتظامی پالیسیاں 1۔ معاشی ریاستی اختیارات اور ذمہ داریوں کو کمیونٹی، گاؤں اور محلہ کی سطح تک پھیلایا جائے۔ 2۔ ایک وسیع عوامی انتظامیہ کا قیام جو مخلصین دین کی قیادت میں عوام کو ریاستی معاشی عمل میں شرکت کرنے کے قابل بنانے اور ان میں یہ احساس پیدا کرنا کہ معاشی عمل تسلسل جہاد کا حصہ ہے۔ 3۔ عوامی مقامی انتظامیہ کی ایک ذمہ داری اپنے علاقہ کے معاشی اور معاشرتی اعداد و شمار جمع کرنا ہو۔ 4۔ مرکزی سطح پر ایک محکمہ شماریات کا قیام جو ان اعداد و شمار کو مرتب کر کے قومی سطح پر معاشی اور معاشرتی منصوبہ بندی کی بنیاد فراہم کرے۔ 5۔ مرکز اور صوبوں میں وزارت منصوبہ بندی، مالیات، زراعت، صنعت اور تجارت کے محکمہ جات قائم کیے جائیں۔ مالیاتی پالیسی 1۔ اسٹیٹ بینک کو وزارت خزانہ کا ایک ذیلی ادارہ قرار دیا جائے۔ 2۔ بیرونی کرنسیوں کی آمدو رفت پر مکمل پابندی عائد کی جائے۔ 3۔ تمام بینکوں، انشورنس کمپنیوں اور نجی فنانشل اداروں کو قومی تحویل میں لے لیا جائے۔ 4۔ مروجہ اسلامی بینک قائم نہ کیے جائیں۔ 5۔ سٹہ کے مارکیٹ اور سٹہ کے کاروبار کو فوراً بند کیا جائے۔ 6۔ 6 ماہ میں تمام قرضہ جاتی عہود کو مشارکت اور مضاربت کی بنیاد پر ترتیب دیا جائے۔ 7۔ حکومت تمام بیرونی قرضوں کی ادائیگی منسوخ کر دے۔ 8۔ اسٹیٹ بینک تین ماہ کے اندر اندر ملک کی سال رواں کی سیالاتی ضرورت (Liquidity requirements)کا اندازہ لگائے اور اس تخمینہ کی بنیاد پر ایک نئی کرنسی اسلامی دینار کے بتدریج اجرا کا انتظام کرے جس کی عددی قدر ملک میں ایک ہزار افغانی ہو۔ 9۔ اسلامی دینار سال کے آخری نو مہینوں میں بتدریج جاری کیا جاتا رہے اور سال کے آخر تک ملک میں افغانی، ڈالر، روپیہ وغیرہ کی گردش غیر قانونی قرار دی جائے اور سال کے بعد ملک میں اسلامی دینار کے علاوہ کسی بھی کرنسی کے استعمال کرنے والوں کو سخت سزائیں دی جائیں۔ 10۔ اسٹیٹ بینک اسلامی دینار کا شرح تبدل غیر ملکی کرنسیوں کے مقابل وقتاً فوقتاً متعین کرتا رہے۔ 11۔ تورم پر قابو پانے کے لیے کرنسی اور اشیائی ذخیرہ اندوزی کو روکنے کے لیے اقدام کیے جائیں تاکہ گردش زر کی رفتار تیز ہو۔ 12۔ حکومتی نظام محصولات میں اصلاح کی ضرورت ہے۔ زراعت 1۔ کاشت کار دیہی کمیٹیوں کا قیام 2۔ دیہی اور شہری علاقوں میں اس بات کی مستقل تشہیر کہ سامراج افغانستان میں غذائی بحران کی مستقل کوشش کر رہا ہے اور اس کوشش کو ناکام بنانا عوام کی جہادی ذمہ داری ہے بالخصوص کاشت کاروں کی۔ 3۔ دیہی کمیٹیوں کی ذمہ داری اپنے علاقہ کی غذائی ضرورت کا تخمینہ لگائیں گی اور فاضل اجناسی پیداوار کی اطلاع حکومت کو دیں گی۔ 4۔ حکومت مرکز اور صوبوں میں اجناس کی رسدی کمیٹیاں قائم کرے گی جو دیہی کاشت کار تنظیموں سے مساوات کی بنیاد پر فاضل اجناس کی ترسیل اور تقسیم کا انتظام کرے گی۔ 5۔ علاقائی ضرورت سے زائد پیداوار دو حصوں میں تقسیم کیا جائے گا۔ ایک وہ جو کھلے بازار میں فروخت کی جائے گی اور دوسرا وہ جو حکومت کو اجناس کی شکل میں ٹیکس کے طور پر ادا کیا جائے گا تاکہ مرکزی اور صوبائی سطح پر اجناس کے ذخائر موجود رہیں۔ 6۔ کاشت کار کمیٹیاں کسانوں کو ترغیب دیں گی کہ وہ اجناس کی بوائی کے علاقہ میں توسیع کری اور اپنی آمدنی بینکوں میں منجمد رکھنے کی بجائے زیادہ سے زیادہ پیداواری سکت بڑھانے کے لیے استعمال کریں۔ 7۔ دیہی علاقوں میں ایسے مشترکہ مراکز قائم کیے جائیں گے جہاں کاشت کار زرعی پیداوار کے بدلے مصنوعات کپڑے، مشینری وغیرہ حاصل کر سکیں۔ اشیا کا شرح تبدل رسدی کمیشن متعین کرے گی۔ 8۔ دیہی کمیٹیاں بنیادی طور پر دینی تنظیمیں ہو ں گی جو علمائے دین کی سرپرستی میں عام کاشت کاروں میں جذبہ جہاد، ایثار اور قربانی پیدا کرنے کی جدوجہد جاری رکھیں گی، وہ مساجد میں ہی قائم کی جائینگی۔ صنعتی اور قومی شعبہ 1۔ تمام بڑے کارخانوں اور کاروباروں بشمول ان کے جن میں بیرونی سرمایہ لگا ہے، فوراً قومیا لیا جائے گا۔ 2۔ ماچس، مسالاجات اور دھاگہ کی تجارت پر ریاستی اجارہ داری قائم کی جائے۔ 3۔ دھاتوں، کانکنی، توانائی، سیمنٹ اور کپڑا سازی کی ریاستی نگرانی بھی ضروری ہے۔ 4۔ چھوٹے کاروبار کی نگرانی اور حوصلہ افزائی کے لیے کونسلیں اور کوآپریٹوز قائم کی جائیں۔ 5۔ درمیانہ حجم رکھنے والے کاروباریوں کو ٹرسٹس میں منظم کرنے کی کوشش کی جائے اور ٹرسٹس کی انتظامیہ کو وسیع اختیارات سونپے جائیں۔ 6۔ ہر ایسے صنعتی اور قومی ادارہ میں جہاں سو سے زیادہ کارکن ہیں ایک نگران کمیٹی مقرر کی جائے جو ادارہ کے پیداواری ہدف مقرر کرے اور مینجمنٹ کے ہر شعبہ کی جانچ پڑتال کرے۔ نگران کمیٹی میں طالبان اور دیگر مخلصین دین شامل ہوں جو عموماً ادارہ کے کارکن ہوں۔ 7۔ صنعتی اور خدمتی شعبہ کو دفاعی شعبہ سے منسلک کیا جائے۔ حکومت مواصلانی نظام فراہمی بجلی اور خدمات پر اپنی اجارہ داری قائم کرے اور ہتھیار سازی کی صنعت کو بالخصوص ترجیح دے۔ 8۔ بڑی صنعتوں کے کارکنوں کو فوجی خطوط پر منظم کیا جائے اور ٹریڈ یونین
