(Foreign Direct Investment)

موږ د روېټرز له راپور څخه خبر ترلاسه کړ چې زموږ د سوداګرۍ وزارت د بهرنيو شرکتونو روسيې، ايران، پاکستان او ۱۴ افغان سوداګرو(شايد په خصوصي سکتور کې) سره د کانونو، انرژۍ او زېربناوو په برخو کې د مستقيمې بهرنۍ پانګونې (FDI) د راجلبولو په موخه يو کنسرسيوم (Consortium )جوړ کړی دی.

دا يو ډېر ښه ګام دی. FDI کولی شي د ملي شتمنيو په وده کې او په ځانګړي ډول زموږ د کاري ځواک په تخنيکي وړتياوو کې مهم رول ولوبوي. موږ دلته د اسلامي امارت لپاره هغو وروڼو ته  چې د FDI ستراتېژي جوړوي، د غوروفکر په موخه لاندې وړاندېزونه وړاندې کوو.

  1. دلته د يو اساسي سند چمتو کولو ته اړتيا ده چې په هغه کې د FDI د راجلبولو موخې او د FDI رول چې د ملي شتمنيو په تخليق کې د لوبولوتمه کېږي، بيان شي. دا مقاله بايد د FDI د راجلبولو لپاره يوه ستراتېژي هم په ګوته کړي ترڅو دا ځانګړي اهداف پوره کړي او په لنډ ډول د FDI پروژو اداره کولو اداري مېکانېزمونه په ګوته کړي. د FDI مدېريت سيسټم په ډيزاين کولو کې بايد هڅه وشي چې د پروژې د تطبيق دوره(د امکاناتو له چمتو کولو څخه تر تصويب د لېږد پېل پورې)کې کمښت يقيني شي. نړيوالو تجربو ښودلې چې د تطبيق په دوره(دورانيه) کې ځنډ د FDI پروژې د ناکامۍ لوی لامل دی.
  2. موږ د وزارت لخوا د FDI په نښه شوي هېوادونو د انتخاب ملاتړ کوو مګر وړانديز کوو چې د بېلاروس، کيوبا، ترکيې او وېنزوېلا (او ممکن برازيل) څخه د ګټو شرکتونو ته هم هڅې وشي. موږ وړانديز کوو چې د FDI احتمالي شريکانو کې بايد د دې هېوادونو څخه عامه سکتور (يعنې دولتي ملکيت) شرکتونه شامل وي. د دې غوره هېوادونو څخه تمرکز بايد د لويو ملټي نېشنلونو پر ځای د کوچنيو او متوسط ​​​​کچې شرکتونو په جذبولو باندې وي،(د دې تعصب دليل زموږ د FDI ستراتېژي د ۷ او ۸  ټکي لاندې بيان شوې.
  3. موږ د دې نظر په کلکه ملاتړ کوو چې ژر تر ژره په کابل کې د بهرنيو پانګوالو کنفرانس جوړ شي. موږ وړانديز کوو چې د ټاکل شوي هېوادونو (روسيه، ايران، پاکستان، کيوبا، بېلاروس، وېنزوېلا، برازيل) څخه دولتي چارواکي چې د پانګونې په برخه کې معامله کوي، هم دې کنوانسيون ته راوبلل شي.
  • موږ وړانديز کوو چې د غوره شويو مسلمانو هېوادونو (ايران، پاکستان، ترکيې، بنګله دېش، اندونېزيا، مالېزيا) څخه د FDI راجلبولو ته بايد د جهاد د هڅو د يوې برخې په توګه وکتل شي او بايد په دغو هېوادونو کې د مدرسو د شبکې له لارې وساتل شي چې ملېاردونه ډالر لري چې تر اوسه په حرام (پېسو او سرمايه بازار) کې يې پانګونه نه ده کړې حتی د اسلامي بانکدارۍ چېنلونو له لارې هم پانګونه نه ده کړې. موږ باور لرو چې د متقي سوداګرو د دې حلال شتمنيو يوه برخه په امارت اسلاميه کې د(دولت افزائی) د ملاتړ لپاره رامينځته کېدی شي.
  • موږ په کلکه د FDI په نښه شوي سکتورونو (انرژی، کان کيندنې او زېربنا) د انتخاب ملاتړ کوو. موږ وړانديز کوو چې د معلوماتي ټکنالوجۍ (ITC)، درمل جوړولو او د ښاري کور جوړونې سکتورونو کې د FDI د راجلبولو لپاره هم هڅې وشي.
  • موږ وړانديز کوو چې د FDI د راجلبولو هدف بايد د کورني توليد هڅونه، کورنۍ پانګونه) او زموږ د کاري ځواک تخنيکي وړتياوې وي. دا بايد د صادراتو وده نه وي. د انرژۍ او زېربناوو په برخو کې FDI ته لومړېتوب ورکول دا په ډاګه کوي چې موږ به خپل کورني توليدات زيات کړو، خو دا خطر شته چې د کانونو په سکتور کې به FDI د افغانستان اقتصاد د نړيوال پانګوال مارکيټ تابع کړي. دا تقريبا د ټولو د لاتينې امريکا د اقتصادونو تجربه ده (په ځانګړې توګه وېنزوېلا، اکوادور، بوليويا او کيوبا) چې د نړيوال اکمالاتي چېن(لړۍ) کې د دوامداره تابعيت لرونکي ادغام له امله يې ملي حاکميت (ملي حاکميت ته د دوی رسمي ژمنتيا سره سره) له لاسه ورکړی.
  • FDI بايد د افغانستان د اسلامي اقتصاد د نړيوال اکمالاتو/ارزښت سلسلې ادغام لپاره د يوې وسيلې په توګه کار ونه کړي. دا په ځانګړې توګه د کانونو د سکتور د پراختيا لپاره مهم دی. د افغانستان بډايه معدنی زيرمې د امپرياليستانو د نفوذ(دخول) يو مهم هدف دی. امپرياليستي کان کيندنې ملټي نېشنلونه په دې لټه کې دي چې دا سرچينې د نړيوال ارزښت چينايي شبکو له لارې نړيوال مالي بازارونو ته په امپرياليستي هېوادونو کې د وروستي کارونې لپاره وکاروي په دې توګه په نړيوال اجناسو او مالي بازار باندې د افغانستان سېسټمېک انحصار بنسټ کېږدي.
  • د دې څخه د مخنيوي لپاره موږ بايد ډاډ ترلاسه کړو چې د کان کيندنې سکټور پرمختګ د کورنيو توليداتو لکه منځنيو او پانګوالو توکو (د پانګوال توکو نه مراد ماشينري ده) توليد (لکه څنګه چې په ايران کې ترسره شوی) سره يوځای کړاي شي. د منځنۍ اندازې کان کېندنې تصدۍ (په ځانګړې توګه د ايران څخه) بايد د FDI ستراتېژۍ کليدي هدف وي او څو ملي پانګه اچونه يوازې هغه وخت ومنل شي چې دا د کورني توليد سکتورونو ته خدمت کوي.
  • موږ وړاندیز کوو چې د FDI ستراتيژۍ مرکزي نقطه بايد د کان کيندنې سکتور منځمهاله ستراتيژيک هدف وي..
  1. موږ د ځانګړو اقتصادي زونونو special economic zones (SEZs) د جوړولو مخالفت کوو. د داسې زونونو تجربه په ټوله نړۍ کې ښه نه ده (په ځانګړې توګه په پاکستان او نايجريا کې). Special economic zones معمولا د بهرنيو شرکتونو لپاره د وسايطو په توګه کار کوي چې د کورني قانون پلي کولو څخه ډډه کوي او د ځايی کارګرانو استحصال او تبعيض چلند کوي. په SEZ کې د کافي زېربنايي اسانتياوو د چمتو کولو لګښت به ممنوع (prohibitive)وي او دا به په ځانګړې توګه ستونزمن وي چې په SEZs کې د اسلامي قانوني نورمونو پلي کول يقيني کړي.
  1. موږ په کلکه سپارښتنه کوو چې د FDI ټول قراردادونه د ملي، بهرنيو او دولتي پانګې او مدېريت په ګډون د ګډو پانګونو بڼه غوره کړي. موږ په مخکينۍ سپارښتنې کې وړانديز کړې و چې د اسلامي امارت په ټولو لويو صنعتي واحدونو کې د پلان جوړونې واحد او د دعوت مجلس جوړ شي (وګورئ WGAE: د اسلامي امارت لپاره د پلان جوړونې سيستم جوړول). دا ډول واحدونه (د مسؤليتونو سره چې زموږ په پورتنۍ مقاله کې بيان شوي) بايد د FDI په هر ګډ شرکت کې تاسيس شي. د عامه سکټور استازي بايد د ګډې پانګونې مديريت بورډونو کې د پانګوونې او بازار موندنې(مارکيټنګ) پرېکړو په اړه وېټو واک ولري.
  1. .د FDI پروژې تمويل سره يوه مهمه ستونزه د پېسو او پانګې بازار معاملو سره د FDI پانګوونې شرکتونو نږدې نړيوال ادغام دی (د دوی انحصار په غرر او ربا). د دې ستونزې لپاره يو اړخيز حل په لاندې ډول وړانديز کېدی شي.
  2. حلال پانګونه (د دواړو مسلمانو او غېر مسلمو هيوادونو څخه) چې د پيسو او کېپيټل ماريکيټونو(capital markets) سره هيڅ اړيکه / معامله نلري بايد چمتو شي.
  3. د FDI تمويل شوي پروژې بايد د ربا پر بنسټ د پېسو بازارونو(money markets) څخه فنډونه پور نه کړي.
  4. د FDI تمويل شوي پروژې ونډې بايدکېپيټل ماريکيټونو(capital markets) کې د ليږد يا سوداګرۍ وړ نه وي او اصلي بهرني شرکتونه بايد اړ وي چې دا ډول پانګه د خپلو ګډو شتمنيو څخه جلا کړي.

.13له همدې امله د دې لپاره چې ډاډ ترلاسه شي چې د FDI تمويل شوي شرکتونه ممکن د پور وړ فنډونو او مساوي تمويل ته کافي لاسرسی ولري، موږ بايد په امارت اسلاميه کې د غېر ربا او غېر غرر پر بنسټ د تمويل سيسټم رامينځته کړو. د دې ډول سيسټم لنډ جزييات زموږ په تېرو سپارښتنو کې (د امارت اسلاميه لپاره د پلان جوړونې سيسټم رامينځته کول) کې بيان شوي. پدې کې شامل دي:

  1. د ټولو بانکونو او مالي موسسو ملي کول.
  2. b.      د مشارکت او مضاربت او تمويلي فنانسنګ د پانګونې پر بنسټ د سيسټم بنسټيز کول.
  3. په افغانستان کې د ټولو پېسو او پانګې بازار د راکړې ورکړې بندول.
  4. د اسلامي حکومت لخوا د ټولو بهرنيو اسعارو د جريان او بهرنۍ سوداګرۍ کنټرول، د ډالري سيسټم ختمول / د روپيو ختمول. ټول کاروبارونه (د FDIs په ګډون) د بهرنيو اسعارو عايد د ملي اسعارو (افغانۍ يا وړانديز شوي اسلامي دينار) ته د تبادلې لپاره تسليمول. FDIs به د اسعارو د هراړخيز پلان په چوکاټ کې د وارداتو او ګټې بېرته راستنېدو لپاره بهرنۍ اسعار تخصيص شي.

.14 پوائنټ ۱۲ او ۱۳ ټينګار کوي چې د FDI ستراتيژي د اسلامي امارت د ملي اقتصادي ستراتېژۍ يوه برخه ده او له هغې څخه جلا نه ده. د دې وړانديز موخه دا ده چې له FDI څخه د شتمنيو د جوړولو(دولت افزائي) او د ټکنالوژۍ د انتقال د يوې وسيلې په توګه کار واخيستل شي په داسې حال کې چې د اسلامي امارت اقتصاد د امپرياليستي/سرمايه دارۍ او کېپيټل د بازارونو له تسلط څخه وژغورل شي او د نړيوال حرام اقتصادي نظام برخه جوړيدو څخه محفوظ شي.

WGAE چمتو دی چې په دې يادښت کې پورته شوي هر ډول پښتنې (سوالات) روښانه کړي او د اسلامي امارت لپاره د FDI ستراتېژۍ په چمتو کولو او بيانولو کې ستاسو سره په هره طريقه کې مرسته وکړي.

او په پای کې د الله رب العالمين حمد و ثنا کوو او له هغه څخه غوښتنه کوو چې زموږ رژيم د جاهليت له بربادۍ څخه وژغوري.
