الحمدللہ کہ توقعات سے بہت قبل حضرت امیر المومنین ملا ہیبت اللہ کی ولولہ انگیز قیادت میں امارت اسلامیہ کا احیا رونما ہو گیا ہے۔ یہ واقعہ عالمی سرمایہ دارانہ سامراج کی ایک فیصلہ کن شکست ثابت ہو سکتا ہے۔
طالبان عالیشان کو غلبہ ایک ایسی معیشت پر ہوا ہے جو نہایت پسماندہ ہے اور جہاں ایک غیر سرمایہ دارانہ معیشت کو قائم اور مستحکم کرنا ایک دشوار گزار عمل ہے۔ امارت اسلامیہ کے پہلے دور (1996ء تا 2001ء) میں طالبان کی معاشی پالیسی غیر مربوط اور قدرے غیر منظم رہی تھی اور اس کمزوری سے سامراجی دشمن نے خوب فائدہ اٹھایا تھا۔ لہٰذا یہ ضروری ہے کہ اب طالبان اپنی معاشی پالیسی کو ہوشمندی اور حقیقت پسندی سے مرتب کریں۔
معاشی پالیسی کے مقاصد
یہ بات اچھی طرح سمجھ لینی چاہیے کہ طالبان آج اس پوزیشن میں نہیں کہ ایک مثالی اسلامی غیر سرمایہ دارانہ معیشت قائم کریں۔ وہ اس مثالی اسلامی معیشت کے قیام کی طرف ابتدائی قدم ہی اٹھا سکتے ہیں اور اس ضمن میں انہیں سرمایہ دارانہ انقلابات کے سابقہ تجربات سے یقیناً فائدہ اٹھانا ہو گا لیکن ان کو اس بات کی بھی کوشش کرنا ہو گی کہ ان تجربات کو دہرانے کے نتیجہ میں سرمایہ دارانہ نظام کی طرف مراجعت نہ ہو جیسا کہ روس، چین، ویت نام اور کیوبا میں ہوا۔
اس نظاماتی تناظر کو پیش نظر رکھتے ہوئے یہ ضروری ہے کہ طالبان اوسط وقتی معاشی مقاصد طے کریں مثلاً آیندہ تین یا پانچ سال کے لیے۔ اور ان مقاصد کے حصول کی رفتار کو جانچنے کے لیے سالانہ بجٹ سازی کی جائے۔ میری رائے میں آیندہ پانچ سال کے دورانیہ کے لیے حسب ذیل مقاصد کا تعین مناسب رہے گا:
ا۔ عالمی سرمایہ دارانہ نظام سے انخلا اور قومی خود کفالت کا فروغ
2۔ ایک جہادی معیشت کا قیام
3۔ ایک قومی غیر سرمایہ دارانہ نظام زر کا قیام
4۔ ریاستی اقتصادی وسائل کی توسیع
5۔ زراعت اور صنعت کا فروغ
عالمی سرمایہ دارانہ پیوستگی سے براءت اور خود کفالت کا حصول
غدار حکومت نے اپنے 21 سالہ دور اقتدار میں افغان معیشت کو عالمی سرمایہ دارانہ نظام میں پیوست کرنے کی بھرپور کوشش کی تھی۔ اس ضمن میں اس کی کامیابی نہایت محدود رہی۔ سرمایہ دارانہ تجارت تو بہت کم فروغ پا سکی۔ سرمایہ دارانہ بھیک جو حاصل ہوئی وہ زیادہ تر ریاستی اشرافیہ (سیاست دانوں اور نوکر شاہی) کی کرپشن کی نذر ہو گئی۔ صنعتی اور مواصلاتی شعبہ میں سامراجی سرمایہ کاری نے فروغ نے پایا لیکن معیشت میں ان شعبوں کا حجم نہایت محدود ہے۔ بیش تر افغان خود روزگار(Self employed)ہیں اور اپنا رزق خود پیدا کرتے ہیں۔ ان حالات میں قومی خود کفالت کو فروغ دینا ایک قابل حصول ہدف ہے۔ اس کے لیے ضروری ہے کہ حکومت:
1۔ ریاستی نوکر شاہی کے ان تمام اہل کاروں کو فی الفور برطرف کر دے جو غدار حکومت کی معاشی پالیسی کو وضع اور نافذ کرتے رہے
2۔ تمام میڈیا اداروں کو کالعدم قرار دے کر ایک قومی نشریاتی ادارہ قائم کرے کیونکہ افغان سرکاری اور نجی میڈیا سامراج کا سب سے اہم آلہ کار ہے اور فواحش اور عریانی پھیلانے کا کلیدی ذریعہ ہے۔ اور سامراجی متوقع تخریب کاری افغان میڈیا کے ذریعہ ہی ہو گی۔
3۔ تمام سامراجی امداد جو اقوام متحدہ کے ذیلی اداروں (UNISEF, WHO,UNESCO)سے حاصل ہوتی ہے کیونکہ اقوام متحدہ کے اہل کار امریکا اور یورپی حکومتوں کے تنخوا ہ دار جاسوس ہوتے ہیں۔
4۔ غدار حکومت کا نافذ کردہ تعلیمی نظام بتدریج معطل کر کے انگریزی کی تعلیم غیر قانونی قرار دے دے اور تعلیمی نظام میں اسلامی اصلاحات بتدریج نافذ کرے۔
زراعت اور صنعت کا فروغ
زرعی شعبہ بنیادی طورپر خود کفیل ہے۔ اس میں حکومتی مداخلت صرف اجناس کی کاشت کاری کے فروغ تک محدود رہنی چاہیے۔ دیہی علاقوں میں قبائلی نظام کو مستحکم کرنے کی ضرورت ہے۔ طالبان کے فطری حلیف یہی قبائل ہیں اور یہی دہریہ ثقافت اور علمیت سے سب سے کم متاثر ہوتے ہیں۔ قبائلی زعما کو سیاسی اور معاشی انتظامیہ میں زیادہ سے زیادہ شریک کرنے کی کوشش کرنی چاہیے۔ دیہی اور قبائلی علاقوں میں اور شہری علاقوں میں بھی چھوٹی صنعت اور چھوٹے غیر سرمایہ دارانہ کاروبار کے فروغ پر بھی توجہ دینے کی ضرورت ہے۔ اسلامی بازار کو وسعت دینا طالبان کی اہم ذمہ داریوں میں سے ایک ہے۔
ملک میں عوامی مذہبیت کو فروغ دینے کے لیے دیہی اور شہری علاقوں میں تصوف کی روایات کا فروغ بھی ضروری ہے اور یہ بھی قبائلی روایات اور افغان دیہی معاشرت کا ایک جزو ہیں۔ تصوف کے عوامی پھیلاؤ کے بغیر دہری معاشرت اور ماڈرن ازم کو افغان زندگی سے معطل کرنا ناممکن ہے۔
تمام بڑی صنعتوں اور کاروباروں کو قومی تحویل میں لے لینا چاہیے اور ان کے سامراجی سرمایہ دارانہ روابط کو فی الفور معطل کر دیا جائے۔ ملک میں ایک وسیع معاشی انتظامیہ قائم کی جائے جس میں طالبان کے علاوہ دیگر اسلامی گروہوں کے افراد اور قبائلی بھی شامل ہوں اور جس کی انتظامی شاخ ہر بڑے کاروبار، دفتر اور کارخانہ میں موجود ہو۔ بڑی صنعتوں میں نجی سرمایہ کاری ممنوع قرار دی جائے۔
ایک جہادی ریاست کا استحکام
ہر بڑی صنعت اور کاروبار دفاعی شعبہ سے منسلک ہو اور ہر افغان کے لیے فوج میں شرکت لازمی قرار دی جائے۔ طالبان کو اس بات کا احساس ہونا چاہیے کہ سامراجی جارحیت کا خاتمہ نہیں ہوا اور سامراجی علاقائی خانہ جنگی کو فروغ دینے کی کوشش کرتے رہیں گے۔ لہٰذا دفاعی شعبہ کو معیشت کا اہم ترین ذریعہ فراہمی ملازمت اور سلسلہ روزگار بنانے کی ضرورت ہے۔ امارت اسلامیہ کا استحکام عوامی لام بندی پر بڑی حد تک منحصر ہے۔ طالبان نے ایک عوامی جنگ جیتی ہے اور اس جنگ کے انتظامی ڈھانچہ کو برقرار رکھنے کے لیے عام لام بندی ضروری ہے اور یہی لام بندی طالبان کی صفوں میں اضافہ کا ذریعہ ثابت ہو گی (ان شاء اللہ)۔ ملک میں عام لام بندی جمہوری معاشرتی اور ادارتی رجحانات کو کچلنے میں بھی ایک اہم کردار ادا کر سکتی ہے۔
ایک جہادی ریاست کے استحکام کے لیے ہتھیاروں میں خود کفالت کا حصول بہت اہم ہے لہٰذا بڑی صنعتوں میں بھاری صنعتوں کو فروغ دینا بہت ضروری ہے۔ بالخصوص اسٹیل، توانائی(electricity) اور مواصلات (IT)سے متعلق صنعتیں۔ یہ صنعتیں افغانستان میں نہ ہونے کے برابر ہیں۔ اس ضمن میں ایران اور ترکی سے اشتراک عمل(Joint venture) بہت مفید ثابت ہو سکتا ہے۔
زری اور مالیاتی پالیسی
1996ء تا 2001ء امارت اسلامیہ کی معاشی حکمت عملی کا سب سے کمزور پہلو اس کی زری پالیسی رہی۔ بیرونی کرنسیاں بالخصوص پاکستانی روپیہ اور امریکی ڈالر افغان معیشت میں گردش کرتی رہیں اور کرنسی تاجران کے سودی کاروبار پرحکومتی کنٹرول واجبی سا تھا۔ اسی طرح حکومتی سرمایہ کاری بھی نہایت محدود رہی۔ لہٰذا حکومت کی معیشت پر گرفت نہایت مجہول تھی۔ لہٰذا جتنی جلدی ممکن ہو:
1۔ طالبان کو افغان کرنسی کو ممنوع کر کے افغانی میں کاروبار کو بتدریج معطل کر دینا چاہیے۔
2۔ اس کے لیے ملک میں اسلامی دینار کا ملک کی ترسیلی ضروریات کے مطابق اجرا عمل میں لانا چاہیے۔
3۔ اسلامی دینار کے رسد کا تعین موجود زری ترسیل کے مطابق ہو ۔
4۔ اسلامی دینار ایک غیر سودی کرنسی ہو جس کا شرح تبدل کسی شے (سونا، چاندی، ڈالر، پاکستانی روپیہ) سے منسلک نہ ہو۔ اس کے رسد کی مقدار اور شرح تبدل معیشت کی پیداواری اور ترسیلی ضروریات کے حکومتی تخمینوں کے مطابق طے کی جانی چاہیے (ہر تین ماہ میں)
5۔ سود اور سٹہ کے ہر قسم کے کاروبار پر مکمل پابندی فی الفور عاید کی جائے۔
6۔ اسلامی دینار کے علاوہ کسی غیر کرنسی (افغانی، ڈالر، روپیہ) کا ملکی پھیلاؤ روکنے کا انتظام کیا جائے اور ان کرنسیوں کو استعمال کرنے والوں کو سخت ترین سزائیں دی جائیں۔
7۔ غیر کرنسیوں کے استعمال پر تحدید نافذ کرنے کی ذمہ داری فوج کے سپرد کی جائے اور یہ فوج کی اہم ترین ذمہ داریوں میں شامل ہو۔
8۔ تمام بینکوں، انشورنس کمپنیوں اور کرنسی کی تجارت کا کاروبار حکومتی تحویل میں لے لیا جائے۔
9۔ ایران کے ساتھ ایک کرنسی یونین بنانے کی مشاورت شروع کی جائے۔
10۔ حکومت محصولات میں اضافہ کرنے کی کوشش کرے۔ محصولات کی مقدار محصولیاتی سکت کے سالانہ تخمینہ کے مطابق کی جائے۔
11۔ اسلامی دینار کے اجرا کو حکومت کی سرمایہ کارانہ ضروریات کے مطابق متعین کیا جائے۔
12۔ تمام حکومتیں بڑی صنعتیں حصول منافع کے اصول کے مطابق چلائی جائیں اور ان سے حاصل شدہ منافع حکومتی معاشی وسائل کا بڑھتا ہوا حصہ ہو۔
13۔ زراعت اور دیگر نجی کاروبار میں مشارکت اور مضاربت کی بنیاد پر کاروبار کو فروغ دیا جائے۔
علاقائی تعاون
امارت اسلامیہ کا فطری حلیف ایران ہے کیونکہ وہاں بھی ایک اسلامی حکومت قائم ہے اور ایران بھی افغانستان کی طرح مدت دراز سے سامراجی دہشت گردی کا شکار ہے۔ ایک معانی میں طالبان کی فتح انقلاب کا تسلسل ہے اور امام خمانائی اور حضرت حجۃ الاسلام رئیسانی کی قیادت میں اس بات کا امکان کسی نہ کسی حد تک موجود ہے کہ ایران کو اس بات کا احساس ہو گا کہ اس کی سالمیت کا افغانستان میں اسلامی نظام کے استحکام پر انحصار ہے۔ ایک مشترکہ کمیشن برائے معاشی اور دفاعی تعاون ایران اور افغانستان میں جلد از جلد قائم کیا جائے۔ جس کا فوری مقصد دونوں ممالک میں تجارت اور سرمایہ کاری اور جہادی شعبہ میں تعاون ہو۔ درمیانی مدت میں ایران اور افغانستان میں ایک کرنسی یونین کے قیام پر بھی غور کیا جا سکتا ہے۔ اور یہ افغانستان کی بھاری صنعتوں اور آئی ٹی سیکٹر کے فروغ کے لیے بھی نہایت مفید ثابت ہو سکتا ہے اور ایران سےتیل کے بدلے افغان زرعی اشیا کی تجارت بھی تیزی سے ترقی کر سکتی ہے۔ افغانستان ایران پر سامراجی پابندیوں کو توڑنے میں ایک اہم کردار ادا کر سکتا ہے۔ آذربائیجان کو بھی غیر رسمی طور پر اس قسم کے تعاون پر آمادہ کیا جا سکتا ہے۔
ترکی اور پاکستان کا معاملہ مشتبہ ہے۔ یہ دونوں ممالک امریکا کے حلیف ہیں اور رہیں گے اور اس بات کا امکان موجود ہے کہ امریکی سامراج ان ممالک سے فراہم شدہ امداد کو افغانستان میں تخریب کاری کے لیے استعمال کرے۔ پھر بھی تحفظات کے ساتھ پاکستان اور ترکی سے تعاون کو فروغ دینے کی جدوجہد فائدہ مند ثابت ہو سکتی ہے۔ بالخصوص پاکستان کو یہ باور کرنے کی کوشش کہ امارت اسلامیہ نے اس کی مغربی سرحدیں محفوظ کر دی ہیں۔
ایک طاقت ور غیر سرمایہ دارانہ قومی معیشت کا قیام طالبان کو سامنے آنے والے چیلنجز میں شاید سب سے بڑا چیلنج ہے۔ ان شاء اللہ وہ اس محاذ پر بھی کامیاب ہوں گے اور دنیا میں ایک قومی غیر سرمایہ دارانہ معیشت قائم کرنے میں کامیاب ثابت ہوں گے۔ یہ وہ کارنامہ ہے جو نہ روس انجام دے سکا نہ چین نہ ویت نام نہ شمالی کوریا۔ یہ ایک نئے دور کا آغاز ہے۔
