په افغانستان کې د اسلامي حاکميت بقا د يوه پياوړي جهادي اقتصاد په رامينځته کولو کې زموږ په بريا پورې اړه لري. جهادي اقتصاد يو داسې اقتصاد دی چې نظامي لګښتونه او سازمانونه پکې د هغه اصلي بنسټ په توګه کار کوي چې ټول اقتصادي فعاليتونه ترې ګېر چاپېره ګرځي. نظامي لګښتونه د نورو ټولو اقتصادي سکتورونو سره مربوط کېږي او د لوی اقتصادي ودې (macroeconomic growth) او سکټوري بيارغونې اصلي محرک دی.
اسلامي حکومت ته پکار ده چې د لاندې وجوهاتو له امله په افغانستان کې ملي جهادي اقتصاد جوړ کړي.
- د اسلامي ارزښتونو وده:
جهادي اقتصاد په ډله ايزه کچه د قربانۍ (ايثار) او زړورتيا (عزيمت) روحيې ته وده ورکوي. جهادي اقتصاد د فلاحي اقتصاد(welfare economy) د پراختيا له اخلاقي اغېزو سره په کلکه مخالف دی. د اقتصادي فعاليت او د فلاحي اقتصاد تنظيم کولو هدف د سړي سر مصرف (per capita consumption) کې دوامداره زياتوالی دی. کله چې د سړي سر مصرف زياتوالی د اقتصادي فعاليت عمومي هدف وګرځي نو په ټولنه کې په ډله ايزه کچه حرص او خود غرضۍ ته وده ورکوي. له تاريخي پلوه دا څرګنده ده چې د فلاحي اقتصاد (welfare economy) رامنځته کول په ډله ايزه کچه د سرمايه دارۍ د انفراديت د روزلو يوه وسيله ده. “اقتصادي انسان” لکه څنګه چې د دوديزې اقتصادي تيورۍ لخوا تشريح شوی، د خپلو خواهشاتو له امله سرمايه دارانه حقوقو ته د لاسرسي هڅې کوي. د يو اسلامي فرد (مومن) لومړنۍ انګيزه د خپلو دندو او فرايضو ترسره کول دي. د اسلامي انفراديت د ودې لپاره موږ بايد يو داسې اقتصادي سيسټم رامينځته کړو چې خلک د سرمايه دارانه حقونو (هيومن رائټس) د غوښتنې پرځای د خپلو مسؤليتونو(فرايضو) ترسره کولو ته وهڅوي . د جهادي اقتصاد تنظيمول په ډله ايزه کچه د اسلامي انفراديت او مذهبي ټولنو د ودې لپاره يوه وسيله ده.
- د ملي خپلواکۍ ساتنه:
اسلامي امارت يو استثنايي اسلامي دولت دی – استثنايي ځکه دی چې په نړيوال دارالحرب کې محاصره دی، دغه دارالحرب يې د داخلي تخريب او بهرني يرغل له لارې د اسلامي تشخص د خرابولو هڅه کوي. داخلي ګواښ په طبيعت کې دوه اړخيز دی. له يوې خوا امپرياليستي ادارې (هيومنيټېرين ګروپ، ملګري ملتونه، نړيوال بانک او داسې نور) هڅه کوي چې د ټولنيز سازمانونو د هڅو له لارې د خلکو او اسلامي حکومت تر منځ ورننوځي. له بلې خوا ترهګرې ډلې (په ځانګړې توګه آيي۔ ايس) ډله ايز تخريب ته وده ورکوي. سربېره پردې، بهرنی ګواښ د سرحدي نښتو او راتلونکي احتمالي هوايي بريدونو په بڼه ليدل کېدی شي. له همدې امله د جهادي اقتصاد جوړول د ملي خپلواکۍ د ساتنې او د اسلامي حاکميت د دوام د تامين لپاره اړين دي.
- په ملي اقتصادي تکيه رامينځته کول:
د نړيوال سرمايه دارۍ نظام په مقابل کې د افغانستان د اسلامي امارت وضعيت تضاداتی (dialectical) دی. له يوې خوا موږ نشو کولی د نړيوال پانګوال نظام برخه جوړ شو ځکه چې دا به د افغاني ټولنې او دولت اسلامي شخصيت له منځه يوسي. له بلې خوا موږ بايد د نړيوال پانګوال نظام سره د اسلامي شرعي قوانينو او طرزالعملونو پر بنسټ معامله وکړو – په ځانګړي توګه د هغو هېوادونو سره لکه (ايران، شمالي کوريا، وينزويلا او روسيه)چې په تدريجي ډول د نړيوال مالي بازارونو څخه خارج کېږي. خو د حکومتدارۍ د داسې چوکاټ د منلو لپاره له نورو هېوادونو سره يوځای کېدل د ملي اقتصاد پر ځان بسياينې او د ملي اقتصادي تکيه په وده پورې اړه لري چې په دې کې تر ټولو پورته د تخنيکي پرمختګ له لارې پېژندل شوي. پوځي زيربناوې او سازمانونه کولای شي د ملي توليد د سيسټم د ټيکنالوژۍ په وده کې مهم رول ولوبوي لکه څنګه چې د امريکا متحده ايالاتو، چين، پخواني شوروي اتحاد او صهيونيسټي رژيم په څير هېوادونو کې د پوځي صنعتي کمپلکس پراختيا ښودلې ده. له همدې امله د جهادي اقتصاد پراختيا د نړيوال سرمايه دارۍ نظام د ټاکلو برخو په اړه د اسلامي حکومت د معاملې ځواک (bargaining power) په لوړولو کې مهم رول لوبولی شي.
له همدې امله WGAE په کلکه سپارښتنه کوي چې اقتصادي پلان جوړونکي دې په افغانستان کې د جهادي اقتصاد د پراختيا اړتيا ومني. دا به د خلافت راشده، اموي خلافت، عباسی خلافت، عثماني خلافت او مغلو سلطنتونو د اسلامي تاريخي رجحاناتو سره همغږي وي چې دغه ټول جهادي اقتصادونه وو.
- د جهادي اقتصاد مهمې ځانګړنې:
جهادي اقتصاد هغه اقتصاد دی چې په کې د فزيکي منابعو (ځمکه، انساني ځواك، توليد او اکمالاتو) زياته برخه نظامي سکټور ته په دې موخه ځانګړې کېږي چې په ټول اقتصاد کې د پوځي لګښتونو د ودې اغېزې زياتې شي. د نظامي سکټور مدېريت (د بودېجې او د لګښت اغيزمنتيا تحليل) د لوی اقتصادي ودې(macroeconomic growth) اغېزې ته په ځانګړي حواله ارزول کېږي. د ملکي کرنې، صنعتي او خدماتو سکټور سره د نظامي توليد او مصرف ادغام د پاليسۍ مهمې اندېښنې دي. پوځ په اقتصادي سکټور بدلېږي او په ورته وخت کې ملکي تصدۍ په نظامي برخه کې د مستقيم ګډون او د بهرنيانو له لارې نظامي کېږي.
په پوځ باندې لګښتونه – لکه د نورو ټولو لګښتونو په څير په فزيکي سرچينو باندې چې يو هېواد يې لري – نه په مالي سرچېنو باندې، ځکه چې موږ په بل ځای کې استدلال کړی[1] پېسې بايد د فزيکي سرچينو د پراخولو ظرفيت سره برابر رامينځته شي – په ځانګړې توګه اضافي (unutilized) کار، طبيعي سرچينې او ماشينونه. د نظامي لګښتونو فزيکي محدوديت له دې حقيقت څخه رامينځته کېږي چې د فزيکي سرچينو يو ټاکلی تناسب بايد د ملکي سکتورونو (کورنۍ ، سوداګرۍ او حکومت) مصرف او پانګوونې لپاره تخصيص شي. له همدې امله په نظامي لګښتونو کې زياتوالی کولی شي د غېر نظامي مصرف او پانګونې په وده باندې منفي اغيزه وکړي. د نظامي او ملکي سکتورونو ترمنځ د ادغام هڅول د دې منفي اغېزو د کمولو لپاره يوه وسيله ده.
زموږ په نظر د پوځي لګښتونو اغيزمنه کچه (په ټولو فزيکي سرچينو کې د هغې تخصيص شوې برخه) هغه څه دي چې د ملکي عايداتو او محصول په وده باندې يې اغيز زياتوي.
د جهادي تګلارې ستراتېژيک اهداف په لومړۍ برخه کې بيان شوي دي.
د جهادي تګلارې ستراتېژيک اهداف دا دي۔
(الف) په ډله ايزه کچه د اسلامي ارزښتونو ايثار، استقامت، شهادت او توکل ترويج
(ب) د متوقع داخلي او خارجي امپرياليستي ګواښونو سره د مقابلې لپاره د ملي امنيت پياوړتيا او
(c) د اسلامي حکومت د نړيوال معاملې ځواک (global bargaining power) زياتولو لپاره تخنيکي پرمختګ.
د دې ستراتېژيکو موخو لوړول د ملي اقتصاد د اقتصادي پياوړتيا (factor productivity) په وده کې خورا مهم دي. اقتصادي پياوړتيا د جهادي سکتور د منابعو اساس دی. په دې توګه د جهادي لګښتونو د مېکرو اکنامک اغيزو ارزونه خورا مهمه ده.
په مجموعي محصول او د کارموندنې وده او تخنيکي پرمختګ او د منابعو د کارولو ټوليز موثريت باندې د جهادي مصارفو د ودې د ملټي پلائير ايفيکټ په اړه بايد ارزونه وشي.د جهادي سکټورونو ( اردو، ملېشه، هوايي دفاعي خدمتونه، د ځمکني امنيت په برخه کې) د نسبي فعاليت ارزولو پر مهال بايد د وخت پام هم په پام کې ونيول شي،په داسې حال کې چې (لکه څنګه چې په بل ځای کې استدلال شوی) ماليې ته بايد د جهادي لګښتونو په وده کې د خنډ په توګه ونه کتل شي، د زيربناوو د تمويل بڼه مهمه ده. جهادي مصارف له خلکو څخه د مالياتو يا محصولاتو او يا د اسلامي دولت لخوا د فايټ پېسو(fiat money) په رامينځته کولو سره تمويل کېدی شي. د خلکو د ماليې وړ ظرفيت ممکن محدود وي (او زياته ماليه کيدای شي د توليد په وده منفي اغيزه وکړي. په دينِ اسلام کې د سود لرونکي پورونو او د پېسو او د پانګې د بازار راکړه ورکړه حرامه ده، مګر د نظامي تجهيزاتو او خدماتو (پوځي ښوونځيو، روغتونونو، نورو کاروبارونو) له لارې د ګټې اخيستنې په مقصد صکوک فرض کېدی شي.
د فايټ پيسو صادرول به د اقتصاد د بې کاره توليدي ظرفيت د دقيقې ارزونې له مخې محدود شي. د جهادي تمويل بايد اداره شي ترڅو د دې ډول تمويل احتمالي انفلاسيون اغيزو کمولو ډاډ ترلاسه شي. د جهادي سکتور لپاره د فزيکي سرچينو لويه برخه تخصيص کول بايد د اسلامي اقتصاد دايمي ځانګړتيا وګڼل شي.
د امپرياليزم ګواښ دايمي دی. څرنګه چې دا ګواښ دايمي دی، اسلامي اقتصاد به په دايمي توګه د جګړې په ډګر کې پاتې شي او د منابعو تخصيص بايد هميشه لپاره د جهادي مصارفو د ودې اغېزې په لوی اقتصاد باندې متمرکز وي. د جهادي سکټور بودېجه او د لګښت تحليل او د سرچينو مدېريت او د وسلو توليد او تدارک بايد دا دايمي اړتيا په پام کې ونيسي – د بېلګې په توګه په لوی اقتصاد باندې د جهادي توليد، پانګوونې ، توليد ، کار او تخنيکي اغېزو ارزونه.
ډېری ځانګړو څيړنو ښودلې چې عمومي اقتصادي وده په مثبت ډول د جګړې د زېربنا له ودې سره تړاو لري. د پوځي صنعتي اساس پراختيا په دې برخه کې خورا مهمه ده. په دې کمپلکس کې شرکتونه کولی شي د نظامي او ملکي سکتورونو لپاره د پانګوالو توکو په څير د نظامي تجهيزاتو توليد هم وکړي. د پوځي تجهيزاتو توليد په کورني اقتصاد پورې محدود نه شي. د پوځي تجهيزاتو د پام وړ لوی توليد بايد وارد شي – په ځانګړې توګه هغه څه چې د تخنيکي پلوه معياري دي او په وروستيو کلونو کې د پام وړ ادغام فعاليت لخوا مشخص شوي.
سربېره پر دې دا د امپرياليستي رژيمونو – په ځانګړي توګه د متحده ايالاتو – سره اصلي اړيکه لري او له داسې سرچينو څخه د وسلو سيسټمونه ترلاسه کول به جهادي سکتور امپرياليستي توليد ته تابع کړي. ځينې هېوادونه – ايران او شمالي کوريا او تر يوې اندازې پورې روسيې د نظامي تجهيزاتو او تدارکاتو خپلواکه سيسټمونه جوړ کړي دي. موږ بايد د داسې سرچينو څخه د تجهيزاتو تدارکاتو ته لومړيتوب ورکړو – په ځانګړي توګه د IT د څارنې او اټومي ټيکنالوژۍ په برخه کې د ګاونډي ايران څخه.
ګاونډيو افريقايي او هم د لاتينې امريکا ځينو هېوادونو ته د کوچنيو وسلو او مهماتو د صادراتو د پراخېدو امکان هم شته.
دفاعي لګښتونه د مصرف او پانګونې دواړه ځانګړتياوې لري – د جنګياليو مستقيم مصرف (د خوړو، جامو او مهماتو). له بلې خوا د وسلو سيسټم، نظامي زيربنا او داسې نور د پانګونې توکي دي چې د سوداګرۍ د ودې لپاره د ودې خدمتونه وړاندې کوي. جهادي توليد ممکن د نورو مصرف او پانګونې توکو سره مطابقت ولري. پاليسي بايد د جهادي او ملکي مصرف او پانګه اچونې سکټورونو بشپړولو ته وده ورکړي. د نظامي محصولاتو توليد تخنيکونه اکثر د نورو مصرفي او پانګوونې توکو توليد تخنيکونو ته ورته دي.
د جهاد سکتور محصولات بايد په دوه ډوله محصولاتو ته وده ورکړل شي، دفاع (د بېلګې په توګه اټومي جنګ) او هغه چې امنيت چمتو کوي (د بېلګې په توګه د معلوماتي ټکنالوژۍ د څارنې تجهيزات). د جهاد سکټور ډېری برخه دفاعي او محافظت دواړه چمتو کوي (لکه ټانکونه، کوچنۍ وسلې او جنګي الوتکې). په مختلفو جهادي توليدي ګروپونو کې د پانګې اچونې انتخاب بايد د هېواد ځانګړي اړتياوې په يوه ځانګړي وخت کې په پام کې ونيول شي.
د بېلګې په توګه په اوسني وخت کې د داخلي تخريب ګواښ د بهرني بريد په پرتله ډېر دی نو د معلوماتي ټيکنالوژۍ د څارنې تجهيزاتو او کوچنيو وسلو توليد ته بايد ترجيح ورکړل شي، مګر که په سرحدونو د بريد ګواښ زيات شي نو بيا بايد د الوتکو ضد توغنديو او دوديزو وسلو ته لومړيتوب ورکړل شي.
د ستراتېژيکو اهدافو په پام کې نيولو سره چې په لومړۍ برخه کې بيان شوي، په اسلامي امارت کې د يوه دايمي اردو او مشهورو مليشو دواړو ته اړتيا ده، نظامي روزنه بايد په ملي کچه ورکړل شي او د محدودې مودې لپاره اجباري نظامي خدمت د ټولو ځوانانو لپاره پېل شي. دايمي پوځ او ملېشې دواړه بايد په زراعتي، صنعتي او خدماتي برخو کې په توليدي فعاليتونو کې برخه واخلي.
د دايمي اردو او ملېشو اندازه او د هغې تخصيص شوي سرچينې بايد د فزيکي اړين مصرف او د ملکي سکتور پانګوونې اړتياو په پرتله د فزيکي محصول د اضافي ارزونې پراساس وي. خو څرنګه چې په جهادي سکتورونو کې پانګونې ته لومړېتوب ورکول کېږي، د اړتيا وړ مصرف د ودې کچه بايد د جهادي سکتور لپاره د پانګونې وړ سرچينو د ترلاسه کولو لپاره منځته راشي.
د ټوليز توليدي ظرفيت پراخول د جهادي سکتور د ودې اساس دی.
د ټرانسپورټ او مخابراتو په برخه کې د نظامي ټيکنالوژۍ پراختيا په عصري جنګي او امنيتي سيسټمونو کې ځانګړی اهميت ترلاسه کړی دی. سينټرل کمانډ او کنټرول بايد قوي وي. په دې برخه کې خورا مهم پوځي سازمان او د ستراتېژۍ سره د تاکتيکونو اړيکه ده. د جهاد تنظيمول او په جهاد کې ګډون د ټول هېواد د وګړو مسووليت دی، نه يوازې د دولت. له همدې امله د سوداګرۍ سکتور او ټولنه بايد په جهادي ملي هڅو کې په بشپړه توګه مدغم شي.
ملکي دفاع او تحرک ته بايد د جهادي هڅو د يوه اړين عنصر په توګه وکتل شي. جهاد د ټوليز او دايمي جګړې لپاره د ټول ولس تلپاتې خوځښت دی. په اوسنيو شرايطو کې ساينس پوهان د ټوليز جنګ (جهاد) د وړتيا په لوړولو کې مهم رول لوبوي. د ټيکنالوژۍ ژور دفاعي صنعت رامينځته کولو ته اړتيا لري (کوم چې بايد د ملکي سکتورونو لپاره د پانګوونې توکي هم توليد کړي). د صنعتي څيړنو په هڅو کې د دولت ملاتړ او ښکېلتيا خورا مهمه ده. په جهادي سکټور کې پانګه اچونه او تخنيکي نوښت کولی شي د ټوليز اقتصادي (په ځانګړې توګه صنعتي) موثريت کې د پام وړ پرمختګ لامل شي.
د اسلامي واکمنۍ دوام اړه لري (a) د الله په اراده (b) په ډله ايزه توګه د اسلامي ارزښتونو (صبر، ايثار، عزم، انفاق او توکل) منل (c) د هېواد د فزيکي شتمنۍ وده او (d) د نظامي اسلامي رژيم او د افغان ولس قوت . په داسې حال کې چې موږ بايد د الله تعالی رضا ته غاړه کېږدو، پاليسي بايد د اسلامي ارزښتونو (صبر، ايثار، عزم، توکل)، شتمنۍ او ځواک د تعقيب لپاره چمتو شي. پاليسي بايد دا يقيني کړي چې د شتمنۍ وده د اسلامي ارزښتونو (صبر، ايثار، انفاق او توکل) د ودې او د قدرت د ودې لپاره يوه وسيله ده. د قدرت د زياتولو لپاره شتمنۍ ته اړتيا ده او د قدرت وده د ملي شتمنۍ د لوړولو وسيله کېدای شي. د ارزښتونو، شتمنۍ او قدرت د ودې په بهير کې د هماهنګۍ رامنځته کول د امپرياليستي فشارونو په وړاندې د مقاومت لپاره زموږ د وړتيا کليدي ده – دواړه د داخلي تخريب او بهرني يرغل په بڼه.
د اسلامي ارزښتونو، شتمنۍ او ځواک په وده کې د همغږۍ رامنځته کول ممکن دي. ښکاره خبره ده چې د جهادي اقتصاد رامنځته کول په طبيعي توګه د صبر، ايثار، عزم او توکل په ډله ييزه کچه د ودې امکان لري، په دې شرط چې په جهادي هڅو کې د خلکو ګډون يقيني شي. د قدرت او شتمنۍ تر منځ اړيکه خورا پيچلې ده. د جهادي سکټور لپاره د منابعو تخصيص به خامخا مصرف کم کړي (په ځانګړې توګه په لنډ وخت کې مګر دا به عموما د ملکي اقتصاد په ټيکنالوژيکي ژورو برخو کې پانګونه ونه کړي.پوځي ټيکنالوژيکي نوښت معمولا ملکي سکتورونو ته رسېږي او د شتمنۍ او ځواک د ودې ترمنځ د مثبتې اړيکې حساب کوي. په نظامي ليکو کې د اقتصاد تنظيمول هم د شتمني ځواک مثبت اړيکو ته وده ورکولو لپاره ګټور ثابت شوې. د جهادي اقتصاد د ودې لپاره د شتمنۍ د لوړولو هڅې يوازې د د دې پېژندل شوي تخنيکي نوښت پورې محدود ندي.
