۴. د ولسوالۍ بورډ هغه سرچينه ده چې د کروندګرو څخه د اجناسو پېرودلو او نړيوالو خوراکي ملټي نېشنلنز کمپنيانو ته دا اجناسو پلورلو سره به د ارزښت اضافه کولو توان لري. د ولسوالۍ بورډ به په هېواد کې هم د اجناسو زخيره کولو د بازار د جوړولو لپاره لاره هواره وي. په دې توګه، دا به د بزګرانو په منځ کې د ځان بسيا کولو تمايل له منځه وړلو سره د پانګوالو سوداګرۍ ته وده ورکړي.
۵. پلانټ فار پيس (Plant for peace) به د افغانستان په ۳۴ ولايتونو کې ولايتي مرکزونه جوړ کړي، چې په خپله سيمه کې به د ولسواليو د مرکزونو څارنه او خيال کوي.
۶. دا سيمه ايز مرکزونه به د ټولو ولسواليو د مرکزونو راټول شوي محصول ترلاسه کوي.
۷. په دې سيمه ايزو مرکزونو باندې به يو پراجيکټ منيجمنټ يونټ(project management unit) په کابل کې جوړ شي چې د ټول پروګرام مشري به کوي

دا پروژه د نړيوال پانګوالو خوراکي شرکتونو لکه يونی ليور، د برتانيا حکومت او د ملګرو ملتونو ادارې لخوا په بشپړ ډول ملاتړ کېږي.

موږ د طالبانو له حکومت څخه غوښتنه کوو چې د Plant for peace د تخريب پلان دې عملي نه کړي. که دا پلان عملي شي، په افغاني ټولنه کې به د امپرياليزم لاس وهنه پياوړې شي. پانګوال او سېکولر تمايلات به د افغان بزګرانو او قبايلو په منځ کې غالب شي او د حکومت ټولنيز گرفت به کمزوری شي.د دې پروژې په پلي کېدو سره به د افغانستان اقتصاد ورځ تر بلې په نړيوال پانګوال نظام کې مدغم شي او افغانستان به هېڅکله د کرنې او اقتصادي پلوه پر ځان بسيا نه شي. د دې ښکېلتيا حتمي پايله به دا وي چې واک به په تدريجي ډول د اسلامي لاسونو څخه وځي او ملحد سرمايه دار او د امپرياليزم اجنټان به خپل سياسي او ټولنيز اعتبار قوي کړي.

۲. دا پدې مانا ده چې زموږ انقلاب يو روحاني او اخلاقي انقلاب دی. موږ په دې لټه کې يو چې د خلکو له زړونو څخه د خودخواهۍ، هويت، حرص او لالچ احساسات له منځه يوسو او هڅه کوو چې د خلکو زړونه د پرهيزګارۍ، تقوا او للهيت له روحيې ډک کړو.
۳. لهذا د سرمايه دارۍ په ليکو کې د خلکو تنظيمول او د امپرياليستي بنسټونو د تسلط منلو ته هڅول د انقلاب له اصلي هدف څخه د وتلو په معنا دي.
۴. موږ کولی شو د انقلاب هدف ته د رسيدو لپاره کليوال خلک په لاندې کرښو کې تنظيم کړو.
۱. په مرکزي کچه بايد حکومت د لوژستيک کميسيون جوړ کړي.
۲. د لوژستيک کميسيون څانګې بايد د ولايت، ولسواليو او سيمه ايزو په کچه جوړې شي
۳. د سيمه ييزې کچې د لوژستيکي کمېسيون غړي بايد له قومي مشرانو، ديني عالمانو او بزګرانو څخه جوړ وي. د دوی په دندو کې د محصولاتو ساتنه، د وسايلو او سرې او تخمونو
وېش، او د بزګرانو اخلاقي او روحاني روزنه شامله ده.
۴. هر سيمه ايز لوژستيک کمېسيون بايد د خپلې سيمې د کرنيزو توليداتو اټکل وکړي او اټکل وکړي چې د سيمه ايزې خودکفايۍ لپاره څومره محصولاتو ته اړتيا ده او څومره پلورل کېدی شي.

۷. مرکزي لوژستيک کمېسيون بايد د اضافي توليد يوه برخه له ولايتي کمېسيونونو څخه د عشر په بڼه ترلاسه کړي او د ځمکې د پراخوالي او د توليد لپاره د اړتيا وړ سرچينو په اړه د پلان وزارت ته خبر ورکړي.
۸. مرکزي لوژستيک کمېسيون يوازينی ارګان دی چې د توکو د وارداتو او صادراتو مسوليت ولري. د صادراتو څخه عايد مرکزي مالي بانک ته صادر کړي. مرکزي بانک بايد واردونکو ته د بهرنيو اسعارو د وېش مسوليت په غاړه ولري. ټول صادرات او واردات بايد ملي شي. په Developing A Planning System in Imarat-e-Islamia کې د دې سند تفصيل وګورئ.
